The government, in particular the Minister of Health, Paulette Lenert, has indicated that it will soon provide an official update on the progress of the legalization process. So far there is no reason to doubt the entire project, although there are still some questions.
However, the Christian Social People’s Party (CFS) views this strategy with great suspicion. They question the idea that legalization will improve market control and quality. In addition, they expect that the use of cannabis will increase through legalization.
For example, the plans were discussed in the Chamber of Deputies last May. Almost all parties agree that the criminalization strategy stated earlier can be regarded as a failure in recent years. And that to this end it is important to switch to a different strategy; namely that of legalization. This view is shared by the majority parties as well as the Pirate Party and the Left Party.
Where is the legalization process at the moment?
When the government announced its intention to legalize cannabis, it was very surprising. It’s been pretty quiet around this for some time now topicThat doesn’t mean nothing is happening behind the scenes.
The Democratic Party, on the other hand, believes that will not be the case. Also based on experiences from other countries, where legalization has taken place. For example, it can be seen that shortly after legalization there is a short peak, after which use decreases again and stabilizes.
The Minister also welcomes domestic growers to grow medicinal cannabis. To date, all medicinal cannabis is still imported from Canada. There are currently plans to set up their own label, under the name; Good Manufacturing Practice. The Minister also stated that in the third quarter of 2020 the legal cannabis market has officially overtaken the illegal one.
A motion has now been passed by a majority of the parties to proceed with further legalization.
On their Facebook page, Luxembourg’s police clarified whether or not you can legally get behind the wheel after smoking CBD. In short: you can.
With CBD products and shops flooding the Grand Duchy, police have given some clarifications.
From oils to foods and joints, hemp-derived CBD is quickly becoming a multibillion dollar business with mainstream appeal – also in Luxembourg. CBD, short for cannabidiol, is the second most prevalent of the active ingredients of cannabis. It is extracted from cannabis plants but, unlike THC, does not have any psychoactive effects and is therefore legal in the Grand Duchy.
CBD and driving?
Ever wondered whether or not it’s legal to drive after smoking CBD? And can officers confiscate your CBD products even though they are legal in Luxembourg? Luxembourg’s police have answered these questions on their Facebook page.
According to a report from the World Health Organisation, “In humans, CBD exhibits no effects indicative of any abuse or dependence potential…. To date, there is no evidence of public health related problems associated with the use of pure CBD.”
However, this is not without potential risks. Officers can conduct a rapid drug test if they suspect that the driver is under the influence of alcohol or drugs. If this first test comes back positive, the driver will need to take a blood and urine test at the hospital.
The results from these tests will determine if legal steps need to be taken. Even though CBD products contain very low THC levels, police warn that frequent and excessive consumption can, in theory, still cause a THC blood concentration greater than the legal limit of 1ng/ml.
